A Warning to Keir Starmer from His Personal Past: Without Boldness regarding Brexit & Europe, His Party Challengers Will Be.

Back in 2018, a mere a short phrase to energize the party's annual gathering and to show the party was falling out of love with Jeremy Corbyn. While not precisely soaring oratory, the phrase met with wild cheering as most of the hall rose in spontaneous acclamation.

As the commotion died down, Keir Starmer, stood at the podium, visibly startled. He wasn't really accustomed to his addresses producing such a reaction. All he had said was: "We are not excluding staying in the EU". Context, however, is key.

In that deeply polarized period of 2018, departing from the prepared script like this was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies above the pro-European instincts of his party. In just one speech, this grey-suited opposition Brexit spokesman was transformed – albeit temporarily – into a political gambler who would stand up for the party's base against a leader he later succeeded.

The Evolution of Stance and Closed Debates

Since then, much has happened, not least to Starmer himself. One of his first acts upon assuming leadership in 2020 was to declare the EU question had been settled by the previous year’s national vote. During the most recent campaign, he consistently stressed unbreakable pledge commitments that ruled out re-entry into the European Union or its core structures.

Like his predecessor, the PM's approach has focused on winning Brexit-y voters in key seats, even if survey data suggests many of them have died or changed their minds.

A Lid That Rattles on Europe

However, the tables have turned and Starmer is now to face the pressures of being a party leader. While Europe may not be the boiling pot of British politics, a lid that has been kept firmly shut since Brexit is starting to loosen again.

Both Starmer and Rachel Reeves have ramped up their language regarding the damage that leaving the EU has inflicted on the UK’s economy. It’s a useful stick to criticize the Reform UK leader, who now rarely mentions how leaving the EU was his primary goal and is still his sole political accomplishment.

Nevertheless, the extent of the economic harm, which by some estimates has left Britain with an economy that is between 6% and 8% smaller than if it were still in the EU, towers over the micro-mitigation thus far implemented by ministers. The PM's much-touted re-set deal agreed with Brussels last summer provides gains quantified in fractions of a percent.

Internal Pressure and Ambitious Proposals

The chancellor is among those attempting to bypass entrenched Home Office resistance to an expansive version of a growth-enabling youth mobility scheme by which youths can travel between Britain and Europe to study or work.

The deputy prime minister muses openly about the “self-evident” benefits of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the Treasury select committee, recently supported an opposition proposal on customs union membership.

Although the Europe minister, who oversees UK-EU relations, who is now attending every cabinet meeting, insists the firm boundaries are still in place, there are ways these could be bypassed. One idea involves declaring the commencement of negotiations now on a much bolder deal, to be featured in the next manifesto, with implementation only if Labour won a new electoral mandate.

Starmer's Fundamental Doubts

However, Starmer has most recently pouring cold water on the idea by warning a return to an EU customs arrangement would “unravel” the commercial agreements with America, which he regards as signature achievements of his premiership.

It is understood that the PM’s scepticism go still deeper, and is rooted in several key concerns.

  1. Firstly, he believes a customs pact has been made much harder because his ministers busily de-aligning from European rules in numerous sectors, like environmental standards.
  2. Secondly, the exorbitant price set for the UK for entry into a European defense initiative and the ensuing failure in talks has convinced British officials that former EU partners are less interested in offering favorable terms with Britain and are more focused on demonstrating that leaving the EU was a mistake.
  3. Thirdly, the new US national security strategy, praised by Moscow, is viewed by some influential figures in Number 10 as grounds for the UK to maintain distance from Europe.

An Alarming Document & Geopolitical Calculations

This bizarre and terrifying document claims Europe is threatened by cultural extinction due to Muslim migration. It includes only one reference of the UK, found on a suggestion that the US government may interfere in British politics to encourage the rise of “patriotic” parties.

However, instead of deciding that this makes the US an unreliable partner, the government is worried that deeper EU integration could upset the global balance by risking precarious American backing for Ukraine, Nato and much more besides.

Succession Chatter and The Ghost of 2018

This situation brings us back to 2018. The PM has consistently stated that address was not a pitch for the leadership but simply an effort to preserve the “option” of staying in the EU in a future vote. Indeed, back then, he still supported a tailored trade agreement similar to the one he now appears to be opposing.

But it’s not been lost on Downing Street have noticed that the Health Secretary, who just about everyone assumes would be a candidate in any leadership election, is part of a group of senior ministers signaling they want to go further on Europe.

Aides to Angela Rayner, another likely contender in a contest to replace Starmer, maintain she won’t discuss her stance regarding a customs pact as it would merely “fuel unnecessary gossip”.

The Obvious Risk & A Wise Memory

The risk is clear. Should the PM reject significant moves towards EU alignment, he cedes ground to claim the territory where most of the party's supporters are to be found.

It would be wise of him to recall the effect just a few words had on his career in 2018. There are options for a big offer on Europe that the prime minister ought to consider; he should prise them open personally, before someone else adopt them as their own.
